"Up to" speed

The maximum speed a plan can reach under ideal conditions — not a guaranteed or typical speed.

Every consumer internet plan in the Philippines is advertised this way, so it does not indicate that one provider is less honest than another. It does mean headline speeds are a weak basis for comparison on their own.

What you actually get depends on network congestion, the technology, your router, and whether you are on WiFi or wired. Evening congestion is the biggest single factor, and it hits fixed wireless harder than fiber.
